Memory pillar for governance: the IAE loop, the Ghost-Draft logic, and the mandatory Human-in-the-Loop Approval Gates.

Functional domain: governance of the IAE loop, Ghost-Draft (85% Rule) policy, and Approval-Gate enforcement.

Status: implemented in the UI. The Ghost-Draft 85% Rule and the Approval-Gate (Accept vs. Edit, Human-in-the-Loop badge) are enforced by the War Room dashboard. The written governance SOPs live in the sops/ pillar directory.
